Bologna have entered a race with fellow Serie A side Sampdoria in looking to land the controversial forward.
Balotelli joined Liverpool last summer in a £16million move from AC Milan but struggled to adapt in the Premier League in his second return to England.
The 24-year-old scored just one league goal in 16 appearances for Liverpool last season which has prompted the Coach Brendan Rodgers to bolster his attacking options.
Liverpool have reportedly set an asking price of £7m in a bid to sell the striker, with his future increasingly likely to be away from Merseyside.
